Click the lock icon located in the corner, enter an existing administrator account user and password to open preference panel
Click the + plus icon to create a new account
Bring down the drop-down menu next to New Account and select Administrator
Enter all the details for the new Administrator account like full name, account name, password, and a password hint, then click on Create User to create the new Administrator account.
Now login with the newly created administrator account and download the Mojave installer once again from Apple app store as mentioned in Solution 1. It should install successfully this time. If you receive any error then disable the firewall by going to System Preferences > Security & Privacy > Lock button in the bottom left > Turn Off Firewall
Once installation completes, you will be logged in to a newly created administrator account. You can log out and log back into your usual admin account, and you can delete the other account and its home folder if you wish to.
